Don't know if you know this, but if you Alt-N to open another Netscape
window, you can middle-click inside it, if you have an X selection, and
it'll send the browser to that location.  For example, Alt-N, then
highlight http://www.cisco.com in this message and middle-click in your
new Netscape window.  I think the only exception is when your window
is absolutely empty, as when it's not viewing any page...

[ In case you're wondering, I also use a setup somewhat like your
  Tk tool, though not as fancy.  Sometimes, though, if I've got a
  Netscape window open and I don't care to keep the page around,
  I'll highlight a URL somewhere and then middle-click in the window
  to have it change locations, instead of opening a new window some
  other way. ]
